simuliantas statusas T sritis Politika apibrėžtis Tarptautinių santykių dalyvis (paprastai valstybė), kuris naudojasi susiklosčiusių tarptautinių normų ar taisyklių teikiamais pranašumais, bet pats tų normų ir taisyklių nesilaiko. Galimybė simuliuoti valstybėms atsiranda tada, kai tarptautinės normos ar taisyklės yra kelių ar keliolikos valstybių apsisprendimo rezultatas. Sudarytas 2 valstybių susitarimas iš karto žlunga, kai kuri nors valstybė nusprendžia jo nebesilaikyti, ir tada simuliuoti neįmanoma. Tačiau, jei susitarime dalyvauja daugiau valstybių, nustatytos normos ar taisyklės gali galioti ir tada, kai viena ar kelios valstybės jo nesilaiko. Šis fenomenas dažniausiai išryškėja valstybėms stengiantis įgyvendinti kokį nors tarptautinį režimą, nesvarbu, kurioje srityje (saugumo, aplinkosaugos, kt.). Pvz., kuri nors valstybė gali sau leisti nepaisyti tarptautinės konvencijos, draudžiančios banginių medžioklę, kaip tik dėl to, kad kitos valstybės jos sąžiningai laikosi. tarptautinės konvencijos laikymasis užtikrina, kad banginiai neišnyks, o valstybė simuliantė pelnosi iš šios padėties.
